History

Founded in 1870 by Rev. Lemuel Webber as a Presbyterian temperance colony, Westminster incorporated in 1957. Beginning in the late 1970s, Vietnamese refugees transformed Bolsa Avenue into Little Saigon, now a nationally recognized cultural and commercial district.
